    The problem with this is our tax dollars are used by the government to fight our court case. The government now has vastly larger resources to draw on than we do. For this approach to work, we must select a very small number of cases that can be won and have the maximum damage to the government power. An example is the IRS is currently taking money out of small business accounts because they suspect the the business is adjusting deposits to avoid the $10,000 reporting limit. We need to find a case that will shut down this practice once and for all. This would involve a case we could carry all the way to the supreme court if needed. Currently these cases are solved in a low enough court where the IRS can ignore the ruling.
